_то происходит из-за того, что эти переменные используются раньше, чем происходит подключение require
Была такая фигня и у меня, решилась очень просто - переносом обращений к ним чуть ниже. Например вот так:

$mtime = microtime();
$mtime = explode(" ",$mtime);
$mtime = $mtime[1] + $mtime[0];
$starttime = $mtime;
$mainfile = 1;
require_once("config.inc.php");
require_once("config.php");
