some things to consider:
1) if for example, search is turned off for a usergroup, nobody from that usegroup are going to see the Search block either, regardless of if its enabled.
2) same goes with banners. if banners are disabled or the usergroup has banners set to off, the banner blocks won't show regardless for that group in a module.
3) same goes with reviews, links, downloads, etc.
4) if a block has no content, it will not appear (i.e. its empty) if the vbpoption is set to not show empty blocks
5) if users can't select styles, the style select box, will not be visible
6) if you haven't setup a news forum(s) then the news blocks will be empty, same with polls, and same with the Top Storys.
7) some blocks can be cached. if a blocks content isn't changing, make sure you haven't cached it (ministats and rss blocks that are setup by default are set as cached by the installer). when your testing/setting up, its a good idea to uncache the blocks (do that in Module Block Layout Manager too), or you just so happen to be able to do it a block at a time in the Default Sideblocks Manager and Default Centerblocks Manager(s).
8) every block has its own number of items to display. This means you can show 10 newsfeeds from one site and 5 from another or you can show 10 active thread and 20 latest news articles.
9) you can use html markup on your menu items, set items to open in a new browser window and set which usergroups can see what menu items, including any custom usergroups you may have added.
10) the system messages can be set to show to any or all of your vbulletin usergroups, including any custom groups.

How do I install vbPortal ?
Upload the software to a server running PHP, MySQL and vBulletin. then run the integrated installation. You will have a powerful cms portal in minutes. There are no vBulletin files to edit.

я где-то читал, что vbportal нуллить надо (там есть call home), а в дампе ты добавлял версии с vbportal.com
а нулленых нет?
